Many campuses now use such services as CollegeVote.com  HYPERLINK "http://www.collegevote.com/" http://www.collegevote.com/ to provide students with an easy means of voting. Participation roughly doubles in an electronic election. Given the relatively low part-time voting percentage (roughly ~10%) vs full-time (roughly 50%) electronic voting would appeal to many adjunct faculty, as well as those that teach primarily online. Additionally, a Web based election would ultimately replace a paper-based system, thus relieving the problem of staffing an election booth. Language for the constitutional amendment might read: 17│╘╣╧ Academic Senate will provide an electronic voting process that can securely, reliably, and verifiably conduct an election. Infrastructure for this is available from commercial vendors with a solid performance record conducting student elections. In all cases, and electronic election would require some authentication by faculty, either through a combination of email address and login, and or a two-step email verification link that must be followed immediately after a vote is sent. Electronic voting systems could work with one vote and half-vote systems. Average increase in participation is 100% (two-fold) using electronic voting. Costs would be incurred by the Senate budget. At some point, electronic voting could replace all paper voting, including a standalone computer dedicated to voting at or near the Academic Senate office. Cost: $500 per election, and $0.20 per vote Proxy or absentee voting: Online (distance) and adjunct faculty often have difficulties participating in Senate elections. Many online faculty have requested both electronic, and absentee (or proxy) voting capability. This amendment would allow such faculty to either fax, mail, or email a signed copy of an absentee ballot, allowing them to participate in an election remotely. Absentee balloting would require a Senate mail address, fax number, and or email address. Absentee balloting might affect the (apparent) anonymity of an election. In such cases, migration to an electronic voting system would create an equal footing system for all faculty, full-time, adjunct, local, and remote, to participate in senate elections.
